QuIC Response to the European Commission Consultation

Action Plan for Women in Research, Innovation and Start-ups

QuIC has submitted a formal response to the European Commission’s consultation on the Action Plan for Women in Research, Innovation and Start-ups, with a particular focus on Quantum Innovation Science and Technology (QIST).

The whitepaper outlines how gender imbalance in deep-tech sectors, especially quantum technologies, directly affects Europe’s competitiveness, talent pipeline, innovation performance, and long-term technological sovereignty. It presents evidence on underrepresentation in quantum start-ups and research roles, analyses structural barriers in recruitment and investment, and proposes targeted policy actions to strengthen inclusivity across the full ecosystem.

Key areas addressed include:

  • Strengthening the talent pipeline from school to leadership

  • Reforming recruitment, evaluation, and workplace culture

  • Improving access to investment and decision-making power

  • Embedding structural accountability and measurable progress

This paper positions gender equality not as a social add-on, but as a strategic competitiveness imperative for Europe’s quantum future.
